Possible to replace characters manually in database?

Hi, I’ve tried everything to get back swedish charavters after reinstall and uprade of database. Can I open my database and search and replace faulty characters and then import back to database?

I get andra m�let p� straff n�r tio minuter, where � should be å, ä or ö. I’ve tried every charset in phpmyadmin, at the moment utf8_swedish_ci, but i’ve tried others as well. All new post comes out right, it’s the old ones that are faulty.
