Pop Up Content Variable

Hello
What i would like to achieve is the following:

When the pop up is clicked. The window that opens contains two images and both images link to a separate page. Both images are unique to every pop up link and so are the links.

The images are uploaded to the media library when the page uploads to WordPress. Along with the links that are created using short-codes and HTML when the page is made in the WordPress app.

So, is it possible for the content of each pop up to be manipulated with short-codes and HTML that are all embedded within the post?
