I think you have misunderstood the point Jan was making. The point was that it appears you have made a review on your plugin posing to be another person. It looks like you have been told not to do that before, and Jan was wondering why you are still doing that.

Yes you are allowed to make ratings for your own plugins using your Plugin Author or Plugin Contributor accounts.

With your @mr_sagar account? Sure! It’s a little odd reviewing your own work but that’s fine.
If you use another account then that account will get blocked and the review deleted.
