[Plugin: WordPress Wiki] Moving the TOC down one line

I would like to move the Table of Contents down one line, so that I can insert a centred sub-title for each post. Currently the sub-title and TOC share the first line – half each. How do I move the TOC down? Is it controlled by the CSS, js or the php?
