Plugin required to read the database and return results

Hi Folks,

Its been a while since I last posted. I am looking for some guidance or pointed in the right direction. I am thinking of writing a plugin to allow me to enter the results from a running race in csv format. This will then allow me to select from a drop down box and I will be able to select a race – which will show the results of that race. Choose a series ie you get points depending on where you finish on the race creating a series table.

First thing first is importing data into the database and displaying the results when chosen from a drop down box.
