You might want to use something like the Meta Widget or the template tag, wp_register(), say in your theme’s sidebar.php, to present your users with the registration link. Also, you might visit your login page to see the link to register.

I’m having the very same problem. Everything worked. Installation. Activation. Settings. Saved settings. Revised Settings. Activated. Deactivated. Activated again. But it still doesn’t show up in my Widgets list. If anybody knows what little detail the OP and I are overlooking, please post. Ta.
