plugin exist? (concerning edit links and anchors)

Does a plugin exist that creates many (edit) links and anchors to the same spot in your post(s) ? The links would create a quick way to get to the anchor where you want to edit in your post.

I would like to use this in a local private blog. Not a publicly viewed one.

I’m not much of a coder. But I see this as being a very simple plugin.
the links would just look like:
http://www.testing.dev/wp-admin/post.php?post=23&action=edit#TheAnchor

The plugin would add the links and anchors automatically all over or have a string of text that the plugin would search for and replace with them. For example: the poster could add a period (.) on a line by itself and the plugin would add an edit link and anchor there.

Could someone code this?
