    I want to download a plug-in and it says to download to
    wp-content/plugins/folder. Where is this located? Do I create this on my hard drive? Is this supposed to be on my server?

    it’s on your server – you would use an ftp client
    if you have an up to date wordpress you can do it from the dashboard
    Plugins – Add new
