permalinks

hi

When clicking on show page from admin panel i see the page with the correct permalink
When I’m browsing site and clicking on one of the menu items I’m not getting the permalink, instead I’m getting something like this:
http://siteurl/%d7%90%d7%95%d7%93%d7%95%d7%aa%d7%99%d7%a0%d7%95/

Any ideas how to solve this issue?
