Hi,
It’s because your WordPress is configured to allow comment only for Registered and logged-in users.
See this screenshot :

You have to uncheck the box “User must be registered and logged-in to comment”. Then save settings and try again to post as a simple user (not registered and not logged-in user).

PS: my previous comment got deleted by mistake. so comment_form() worked for you? but i would still suggest re-checking your comments.php file.

Hey,
I am Ravi from http://www.excelsage.org, It looks everything fine and my visitors cannot comment on any of my posts. And I cannot see any contact form also and I installed Jetpack on my website.
