Deactivating Super Cache doesn’t exactly disable the cache.
Instead, look in Super Cache’s settings for a button to flush/refresh the cache.

Another lead I have is that it may be at my isp server. I have a request to them regarding their cache settings. They offer CloudFlare, which caches and does other things, so I will enable that.
Don’t enable CloudFlare on top of WP Super Cache. Caching your cache with another cache will just complicate the issue.
Have you tried clearing your browser’s cache?
The problem continues, even after deactivation of WP Super Cache. It was there before I enable CloudFlare.

Ok, deactivating Super Cache doesn’t stop the cache, it simply prevents the cache from ever being updated.
Instead, please fully uninstall Super Cache following the instructions at https://wordpress.org/plugins/wp-super-cache/other_notes/
James, the cache seems to have been corrected. When I reactivated WP Super Cache and deleted the cache files, as you suggested, the correct page was showing on the website. Sorry about that – I thought I had done that already.
