Are you discussing the order of links as displayed on your site? If so that would be controlled by your theme and using the template tag, wp_list_bookmarks().
Or are you discussing the order in Blogroll -> Manage Blogroll? If so there is a “links ordered by” pulldown box to control the order.
on my site. I’m not a coder, though. Is this doable for a simpleton like me? Can I set it up so it works by ranking?

If you can’t find a theme that does it the way you want, then you’ll need to modify the template that shows that information.
Typically, your theme’s sidebar.php will display that info. So find that file and copy and paste the contents of that file to http://wordpress.pastebin.ca/ and report the link back here.
If it is not displayed in your sidebar, then please provide a link to see the problem.
