One submenu not formatting correctly

On my main menu I have a horizontal bar menu with drop-down sub-menus under the main menu headings (the website is just being started so most sub-menus have not been created). I want them all to be vertical drop downs like what is under “Who We Are” and have formatted the theme accordingly. However, under Resources the menu is not only the wrong color, the wrong text hover color it has become a full-width horizontal menu. I initially thought it was using a custom link on that sub-menu, but removing it changed nothing. I am not sure what is happening and why he two sub-menus show up differently and why one has none of the format it should.

I’ve searched the forum and not seen anything that looks like this problem, but tried a few different sub-menu formatting fixes to no avail and returned everything to the way it was initially.
