No PLUGIN Button

    I signed up at wordpress.com recently and I found the plugin button missing in the dashboard.

    Also, I read in forums that the plugins are available in wordpress.org only but I dont know from where to sign up for the blog in wordpress.org

    Please bail me out of this trouble
