On the righthand top, there is a link “network admin”, go to plugins in that screen and network activate there.

It works fine in my network. I have a subfolder network, but that shouldn’t matter. The only other plugin setting is ‘network admin’=>’settings’ and then all the way at the bottom “Menu Settings”, “Enable administration menus”, this box is checked in my intall.
yeah, I already checked that box and made those ‘settings’ properly… but didn’t get what the problem is.
btw, I’ve some files which are ‘Supporter’ related files, should I remove them? May be some of them are creating some problems.
And have some wpmu files as well… like wpmu-settings.php in root and some wpmu related files in wp-admin and in wp-include also.
So, may be those files are creating some problem… should I remove them all to fix this?

Not sure what you mean, but indeed, if you have plugins or whatever that may interfere with the network function, disabling them to see if it helps won’t hurt.
[edit] Hm, can’t have a look at my files from work, so I can’t tell you if I have them as well, but my guess is that you better get rid off these old files indeed.
Oh, you can download 3.1, unzip it, and compare it to the files on your server. Delete everything abundant.

I’m having the same problem! No plugins will appear in my domain even when they’re ‘network activated’. Any advance?
Network Activated plugins don’t appear on per-site plugin pages. Are they listed on the network admin -> plugins page?
I’ve also got the same issue. My plugins are network activated but don’t appear on the sub-sites.
I’ve spent ages searching on Google for a fix, with no luck. It’s the first time I’ve used WP multisite and first impressions are NOT good. I REALLY need this to work for a project I’m working on.
Anybody got any ideas?

There are a LOT of plugins that do not like being network activated becasue they weren’t written for multisite.
If you network activate a plugin, it will not show in the plugins list on the sub sites. If the plugins has a menu item, it WILL show – if properly coded.
