Need help finding the right gallery plugin please

I plan to host a lot of pictures on my site and don’t know anything about the different gallery programs. Ideally I’d like to have a gallery where users can upload, rate, and comment on pictures. I’d also like to be able to organize the pictures into different categories within the gallery. However I worry about security issues with others uploading images to my site. Sorry for any confusion as I’m new to all this.
