Multiple Posts pages on a site?

Any guidance on how I could have a WordPress driven site with two “Posts” pages?

I’d like to have one “Posts” page which would be for site ‘News’ generated by the the site owner and webmaster (the way I’ve traditionally used Posts pages) and one Posts page which would be dedicated to site visitors being able to do their own posts about what’s going on in their life.

Is there a plugin which would allow post pages to be defined by category or something along those lines which could do this without a tremendous amount of hacking / rewriting?
