That is but a single WordPress blog allowing anyone to register and post to it. It does some very cool (and possibly custom as I haven’t come across it before) javascript-y stuff with the login and post pages, but the only possible plugin I could discern was the image upload in the user profile, which may be this one:

I see, thanks. What about the rating stuff. I know another site that uses digg style rating with WordPress, but I couldn’t find it now. Any advice about that?
I assume I need to find a consultant to do the customization with Java script login. Any recommendations?

Sorry, I don’t make recs on “javascript consultants” or whatever they may call themselves, at least not here. You could keep at the folks from CrunchGear to see what/who they are using.
