Modifying the plain html editor?

I have a plugin that uses a shortcode in a post to do some stuff.

Part of the plugin creates a button in the tinyMCE that helps create this code, but several users have told me they always use the plain html editor when posting.

I can’t seem to find a way to modify the links/buttons on the plain html editor to provide the same functionality.
