how I can modify the font size of entry-title, I modify the CSS but the font size in the page is the same, is always in 28 px, please I need to reduce that size

Do not edit the Twenty Sixteen theme. It is the current default WordPress theme and having access to an original, unedited, copy of the theme is vital in many situations. First create a child theme for your changes. Or install a custom CSS plugin.
