moderating comments

Some comments on my site go to the moderation qeue while others get posted. I have unchecked the moderating box. I also do not get emails when someone makes a comment even though I have checked that box. I can’t find any rhyme or reason why one comment appears while another goes to the qeue, nor why notice is not getting emailed to me.
