Missing Links Widget on Dashboard

    Hi,
    I am brand new to WordPress and don’t know a thing about coding etc. I have loaded the latest version but the Links Tab/Widget is missing from the Dashboard Control Panel. I have tried an update but this does not fix the problem. Would a complete new install fix it or is there something else I need to do.
