Menu Not Saving

    When I add a menu, no matter what settings I try, or what menu items I add, the menu will not save.

    The menu appears in preview, but when clicking the “Save & Publish” the little thinking circle only pops up for a brief moment — not as long as when I make other changes to the blog that do work.

    Once I try saving a menu, nothing else on the blog will save. I have been logging out, back in, change the theme, then back to the theme I want, then I can save again — but not anything to do with the menu.

    The menu is set correctly in “Menu Locations”, “Primary Menu (Current: Menu)”

    The blog is using the current version 4.6.1
    Twenty Sixteen Theme
    All plug-ins are deactivated
    I just did a fresh re-installation of WordPress and the theme
    Host is A Small Orange
