esmi my goal is to set a nav menu into the admin toolbar using appearance>menus.
Is it possible to make the toolbar appear to everyone, even guests?
What kind of nav bar? You can’t add a site’s menu bar to the Admin bar.

ok, just solved my problem using a plugin.
For someone that wants the same then me use this Plugin Admin Bar Improved
Check this plugin it allows you to use custom menu in toolbar

Also you can turn on toolbar for guests and add there login form.
