Hi, I just carried out a test in my Spanish platform and I can see the visual WYSIWYG editor.
In the image you provided above I can see 3 bars on the right hand side of the button Añadir Objeto. What are these 3 bars?

It is the breezing forms plugin.

Thank you for providing more information. Try the following test, deactivate all your other plugins except this one. See if the visual editor appears.
If the above does not help test a different theme, one of WordPress default themes.

Hi. Just deactivated the cforms plugin and now the WYSIWYG editor appeared. This is the one causing the problem. Thank you very mucho for the prompt follow up!
