Link Page Issue

I’ll appreciate your help.

I gotta a link in a button that takes the user to a “PAGE”, because I gotta to put the pages into folders. I found this way of doing on the Internet, <a href="index?p=4"> Sample Page </a> but the URL is not friendly to Google.

That is,
I gotta this link <a href="index?p=4"> need it to look like this <a href="localhost/how-we-are/"> loading the page > “Who We Are” ( page- who-we-are-.php ) .
