No, it’s a scaling method for single questions. If you use
Strongly disagree
Disagree
Neither agree nor disagree
Agree
Strongly agree
and give each answer a value – from -2 to + 2 you get a scale for all answers accumulated. Say 1.3.
It’s a pretty common format in market research
