I assume you actually mean “The Huffington Post” as it is the top one.
What have you tried ?
Where is your blog ?
It’s not complex, though they have used a flash file to create that and it is perfectly possible with valid code too.

nooo I mean the headline below the logo π
it’s usually a picture and extra large text
it looks to be a regular post because it has its own brief/comments links
i dont have my blog up yet … i am working on the template at the moment and wanted to have an oversized headline like this. I thought it could be a hack or a plug-in like this that would do it or something π

it is some sort of feature or a plug-in because when another big headline is posted the previous one slides down and into the middle column of the page with smaller sized text
That is certainly possible, though it may take some playing with The Loop.
A variation on that – by which I mean a selected post used as the main headline – can be seen in Root’s Aphrodite theme: http://www.wp-blogger.com/

pretty much what I had in mind to. But for the not so englightened, is the loop something I can tweak with CSS or is that a PHP thing?
