jquery or css for hover effect?

Hi all! I am attempting to create images to replace some bulky text on my hompage with a hover effect so that the text will show when the image is hovered on. Check out my homepage:

The three main buckets under the slider are populated by menus and are driven by widgets. The styling for these widgets is also used internally in the site but I only want to have this implemented on the homepage.

I am new to wp development and have started taking a lot of online courses but I am stumped here. Not sure if I should use java or css and of course trying to figure out if I need to simply update the style.css file to include this functionality followed by updating the homepage template with the call or if I need to dig into any php etc.
