interactive quotes

I need to have customer create quote request – choosing products, options and supply text requests. Then admin responds with changes and prices. Then customer reviews – maybe resubmits request. Then admin responds, then customer makes final selections (which products to buy, how many etc) and commits to order. Can this be done with “Woo Commerce + sliced invoices”?
