Installation problem – failed to open stream

I keep getting the following errors. i dont know what to do to fix this.
Warning: main(/home/jayman/public_html/blog/wp-settings.php): failed to open stream: No such file or directory in /home/jayman/public_html/blog/wp-config.php on line 31

Fatal error: main(): Failed opening required ‘/home/jayman/public_html/blog/wp-settings.php’
(include_path=’.:/usr/local/lib/php:/usr/lib/php’) in /home/jayman/public_html/blog/wp-config.php on line 31

I know the wp.config.php file exists and all i did was edit the name of the db, user and password. help.
