You left out a lot of info? Are you getting this error when installing WP or when installing a theme or plugin? Please provide more info so we provide better support.

Try to change the value of the max_execution_time parameter from 30 to 60 seconds or greater.

By default execution time is 30 secounds
sometimes more may be required. Normally this can be adjuste in your php.ini file.
look for the line: max_execution_time = 30
change 30 to 180 or more, restart apache if your on a shared server ask them if they can change it for you, or let me know, I am happy to help.

some themes require sertain software to be running on a server, Some hosting providers leave it off for a good reason, and can enable them for you at your request, What ever you are insatlling a theme or plugin, look at the reqururments and ask your host provider if they are all running.
