It’s the 4th from the bottom option on the Manage->Import screen. The fact that is missing may be an indication that you didn’t get a completely intact set of 2.3 files uploaded.
You might consider deleting the WordPress files and reuploading as per Steps 7 and 8 of Upgrading_WordPress_Extended.
MichaelH, are you suggesting that it is possible to download a corrupted version of 2.3? Because I’ve been having some problems too after upgrading. So maybe I should try to reinstall too?

Uploading files to a host via FTP can be very iffy. If the files exist on your host and you are over-writing, then FTP is even more suspect. I’m suggesting deleting the WordPress files on the host and reuploading them.

hmm. Just upgraded again and still have the same problems (gengo problems + database problems with previous and next_post_links, see here : next_post_link broken in 2.3, codex not updated). 🙁

MichaelH, thanks for the reply. But the fourth option from the bottom is for the Simple Tagging plugin, whereas I’m using the Simple Tags one. The Simple Tagging importer cannot import tags from the latter.
I am interested in knowing about the Simple Tags (as opposed to Simple Tagging) import as well.
