Wait… Are you saying that when you upload images via FTP, that is to say OUTSIDE of the WordPress image uploader, that WordPress can’t resize them?
If so, this feature is by design. WP can only resize images uploaded via it’s own media handler.
It’s another story but I can’t use the image uploader. I have to upload via FTP to my hosting account then upload via URL in WordPress.
Then you won’t get to use the resizer. Sorry. It can’t work without an upload via the image uploader.

Again. If you don’t use the WP uploader, you don’t get the resizer. That’s just how the world works.
Not even HTML? Because that’s what I’ve been using. I guess you know my site better than me.
You can force the image to display smaller by putting in height and width tags. That’s not resizing, though.
The built in WordPress image resizer, where it creates versions of your file in smaller dimensions, only works if you upload via the WordPress uploader. End of story.
