htmlspecialchars, utf8 problem – site hacked

    Hi,

    i’ve been hacked and after recovering the site it remains the following message on top:
    Warning: htmlspecialchars(): charset `UTF-7′ not supported, assuming utf-8 in /home/user/public_html/wp-includes/formatting.php on line 3582

    I’ve searched different solutions like
    Settings—> Reading and change the UTF-7 to UTF-8.
    but the option doesn’t appear anymore on wordpress 4.5.2.

    What can i do?
