how to localize?

There is no Language file in WordPress (which I think should be included in the next release).

For now, is there anyway to translate the month from English to other language (for example in the archive list, instead of displaying “January 2005”, display “Thang mot, 2005” (Vietnamese)?

I find work around for most but not the month names.
