There exists a WP Pro mailing list, which serves as a marketplace for exactly these sorts of requests / offers.
Use WP Pro mailing list — those of us that do such work are subscribed, just post a request there (preferably with details and potential budget/rates), and those of us available/interested will respond back.
That’s the best way for any hosts to try to reach out to ‘WP contractors’…
