How do I backup the database?

I am moving the site to another server by mutual agreement, but the administrator of the original server say’s that he doesn’t know how to create a backup file of the WordPress database. I am an admin at the original WordPress site. Is there a way I can do it without using phpMyAdmin? The existing “Admin” doesn’t run phpMyAdmin on his server.
