help need on uses profiles

hi please help me out on this!!

I want to create a profile page which is viewable i.e. http://domain.com/profile/dave_smith.php

basically a blank page with just shows my header and footer would work aslong as I can edit the content of the page view html….

dummies guide would be helpful
