Header logo not reading css

Hello,

I have tried to change the margins and padding for my logo in the header, but the code I have in the header ( the only one that worked for the logo to finally show up) is not reading the css settings.

What can I put in my header.php for the settings to be realized, or add to the code already there for the logo to have a bit more padding from the corner.
