Gutenberg broke visual editor

Since the 5.0 update I’ve been unable to access the visual editor on any pages.
As default I see the classic editor (I disabled Gutenberg in settings) but the visual editor tab is unresponsive. I tried installing the Classic Editor plugin (by WordPress) but it made no difference. I’ve turned all plugins on/off. Only one that made a difference is my SiteOrigin page builder, when turned off the page editor switches over to the Gutenberg editor. I have no ad blockers running while working on the site.
I’ve tried turning classic/block editors on/off in various settings (writing, users, plugins) but the best I can do is switch between the Gutenberg editor and a broken version of the classic editor.

Nothing happens, it’s just a dead link.
Every plugin has been enabled/disabled and tested. No browser extensions running. All plugins and WP install up to date.
I tried the Disable Gutenberg plugin, that didn’t make any difference except for apparently resolving some
Uncaught TypeError: Cannot read property ‘hasClass’ of undefined
errors in wp-admin/load-scripts.php
When I inspect the page I have
Uncaught TypeError: $ is not a function
error in the theme javascript.
