I have set this up several times and PayPal confirms all is well, but Woocommerce keeps telling me to set it up again. How do I complete the setup?

For integrating PayPal with WooCommerce, you might want to use the WooCommerce PayPal Payments plugin, which is specifically designed for that purpose.
