If you refer to wordpress.com as free account, there you can blog, however you cannot install your own themes, just use the ones offered by the hosts, you cannot install plugins, you cannot edit the template files.
Finally, if you decide later to move your blog to your own domain on a hosted environment, you don’t have access to the database.
All of the above and all the goodies, features that come with WP – are enjoyable if you have your own installation. Though this one is not “free”: you have to pay for the domain and for the hosting services. It’s true, you can find relatively cheap and good hosts, too.

Actually rereading your answer, will i be able to modify my current free blog to a new hosted domain, or would i have to delete my current blog and create a new one?

Things don’t work like that. You cannot “modify” a blog to somewhere else.
You don’t have to delete it, but on the new location you will have to start a new blog. (You can move a blog between two hosted domains, but not from where you are now. More exactly, you can import – kinda – your posts via the RSS feeds, if you are brave enough to try it…)
i have a question related to cliem problem… i have a free wordpress blog (mavi888.wordpress.com) and i want to host it in a paid place (the same blog). So the question is, when users go to mavi888.wordpress.com is any way that they can see my new hosted blog????
Not exactly. But there is a plugin which will help you migrate your wordpress.com posts/comments to your hosted wordpress.org software blog:
