Form Fields in Shortcode Form in Wrong Order

I have created a shortcode form for some data fields, which I have dragged around to order correctly in the data tab. When viewing the website page that holds the shortcode, I see the form with fields in a seemingly random order. I can only order the fields in the data tab and the resulting order doesn’t seem to depend on this, the group they are in or any of the other stuff entered/selected in the fields.
Just wondering if anyone knows what controls the displayed order of the fields in a shortcode form?
