The link you shared is that admin list of all jobs that you have on your site. I believe what you see is the column with the star icon in the heading. There is no option form that screen to feature a listing. It will just show a check mark in that column if a specific listing is featured.
If you have a specific listing that you would like to “feature,” click on the pencil icon on the far right (under the “Actions” heading) to edit the specific listing. It will bring up a pretty standard post edit screen on which there is a meta box titled “Job Data” just below the standard content field. There’s a “Featured Listing” check box in that meta box. Click Update in the upper right hand corner once you’re finished and you should be set.

Also should note as well that you can use an add-on like WC Paid Listings to let users pay to submit featured listings:

You could, in theory, also just add a checkbox to the job submit form, but then everyone would choose to have their job featured.

No, job claims are introduced by a third-party plugin. Featured jobs are controlled using this checkbox:

I actually found it. I had some custom fields in there and it was hidden in the middle of them. Makes me feel dumb. Sorry to waste your time.
