Fatal error: Call to undefined function deactivate_plugins()

    Following a server update I am getting the following error when trying to log into my dashboard:

    Add Custom Header Images requires a page titled The Headers with images and WordPress v3.4 or greater.

    Return to Plugins Page

    Fatal error: Call to undefined function deactivate_plugins()

    I have moved and renamed the offending plugin folder but I’m still getting the same error. What is the solution here?

    I should clarify, that I am getting this error when I visit /wp-admin on my site, I am not able to get a login prompt
