Fatal Error: call to undefined function

    Fatal error: Call to undefined function register_sidebar() in /var/www/web109/html/wordpress/wp-admin/includes/dashboard.php on line 13

    After i installed it. I can visit my blog. And im logged in when i visit /plugins.php but if I open the /wp-admin.php he show this error. I couldnt find anything here so i hope you can help me .please
