Facebook Setup

I’m trying to create a Facebook App and following your instruction at http://www.nextscripts.com/instructions/facebook-app-review/ but when I try to select publish_actions I get a message that says

“It looks like you haven’t made any API requests to publish content with the public_actions permission in the last 30 days. You need to test this permission in your app with any account listed in the Roles before you can submit for review….”

Is there something i’m missing, due to a recent FB update or something. The reason I ask that is because some of the screens that I am seeing on FB have additional settings when compared with the ones in the link above.

Any suggestions would be greatly appreciated.
