Is there anyway to exclude certain countries from the Printful shipping given that Printful does not ship to a handful of specified countries. The standard International Delivery option has “Exclude specific countries” as an example.

If an unsupported country is chosen no rates will be returned by Printful.

Also you can set up a list of allowed countries that will affect all shipping methods in the “Shipping Options” tab of Woocommerce shipping settings.
