Does this happen when you disable friendly minify url feature?
“Enable friendly Minify urls” is active. If the disable it, the waiting time greatly improves, even if in some cases is still high.
Then it has something to do with your server’s setting (httpd.conf or .htaccess file) when handling static assets.
